Default "Allow Users To Edit Ranges" Excel-2003

I am developing a shared workbook. Each worksheet will have two
password-protected ranges. Two Questions

1. Turning on worksheet protection stops the Tab from moving cursor to
right. How to get this function back?

2. How to generate list of users' changes to this workbook on regular basis?
