Default Common Dialog from Toolbox

I have properly purchased a Microsoft Office Professional Edition 2003 and
installed it on my computer.

In running the VBA Editor in Excel, I have went to the ToolsAdditional
Controls and downloaded the Microsoft Common Dialog into the toolbox.

When I try to drag a dialog box onto a UserForm I receive the following error:

"The control could not be created because it is not properly licensed."

Can anyone explain this? Is this not part of the Professional Edition
package?
