Default ASC() does not convert full-width to half-width letters (Exel 2003

I am trying to convert full-width Japanese letters (hiragara) to half-width
letters, using ASC(), in Excel 2003. When I use that function, it returns
unchanged letters (no error message). In converse, the same thing happens
when I use DBCS() (half- to full-width letters).
