Default Is it possible to do it by a single-line formula(without using VBA)?

Hi,

My school principal gave me the results of all Form 3 students(= 9th
Grade in US).[see attachment]
I have to assign each student to a new class for next year (namely
4A,4B,4C,4D)according to their form position in Form 3(col. CJ) and
their preference(col. CV to CZ, 1=4A, 2=4B, 3=4C...). The max. class
size for Form 4 is 42 and we have about 190 students.
I know it is easy to input the result manually, but is it possible to
do it by formula? I'm just an excel newbie.

Thanks

George
