when I create a formula using cells from a different workbook, excel
automatically uses absolute cell reference. Is there a setting that could
change this to use relative cell refrence?

I've never seen one. That's the way excel works.

If you select the formula (or parts of the formula) in the formula bar, you can
hit F4 to cycle through 4 relative/absolulte addresses.
