Default EULA

I installed 2003 and Accepted the EULA in Excel ; Word ; and Access. Excel
and Word continue to show the agreement when the application is started.
Access no longer shows it. I have seen where previous answers say to login
as an administrator. I am using an administrator user but with no success.
I also tried to create another user as administrator but was unable to make
it not show.
How can I clear the agreement from showing?
