Could it be multiple windows of the same workbook?

Do you see things like:
book1.xls:1
book1.xls:2
book1.xls:3
book1.xls:4

In the title bar?

If yes, have them select the window they don't want and hit ctrl-w to close it.
When they're down to a single window, tell them to save.

Maybe you should check to see if your file has the same problem and you've never
noticed????
