I have a worksheet that is shared by others and is protected. The shared
users are only allowed to enter data into certain cells. But I would like them to be able to insert a comment box on the unlocked cells. Is there a way this can be done without unprotecting the worksheet? |

(not exact solution)
If when protecting the workbook, you allow users to Edit Objects, they will be able to comment on cells. Unfortunately, they will be able to comment on all cells, not just the unlocked ones.
