Default format cells dialog box does not come up

When right clicking, then selecting format cells, the dialog box doesn't come
up. The format cells dialog box will also not come up by going through the
format menu.
This is the only spreadsheet that this happens on, but it doesn't happen on
the computer of the person who created the spreadsheet, only on other peoples
machines.
However, if you select the entire column, you can get it to come up - just
not on individual cells.
Any thoughts? Thanks!

any sheet protection set - tools / protection / protect sheet ....
