Default Send To Recipent as email attachment greyed-out, OE installed

The Send To Recipient (as attachment) is greyed-out as an option from the
File submenu
Outlook Express is installed
mapi32.dll is in Windows\System32
Office XP Pro has been uninstalled and reinstalled
AVG (Grisoft) is the antivirus program

Same problem from other Office Programs

Suggestions appreciated!
