CTRL+Shift+U or click the double arrows or drag the lower divider/border

I've tried both and it doesn't work. When I use CTRL+Shift+U it toggles
between the current size which is very large to larger. I've tried to drag the divider with with the mouse but nothing happens. I get an double sided arrow that doesn't move the divider.
