Default can't open a excel file in share folder

I can't open a excel file from Win XP in a share folder of Win98 and it
prompt to alert that file is used by someone or even by myself. After close
the Excel (click the "X" to close the prompt), open the same file in the same
share folder. The file can be opened. It happens the same thing again and
again. Fail to open in the first time and then can open in the second time;
even fail to open in the third time and ok to open in the forth time. Please
help.

Inside Windows XP sp3 Using Office 2003 sp3 - Excel to open a excel file in
a share folder of Win98.
