Default Edit text format in non-protected cells in protected worksheet

Is there a way to allow users to edit their text input within a cell that is
NOT locked (accessible to the user) within a password-protected Excel
worksheet?

Please be specific in answering, I found the "Allow Users to Edit Ranges"
(under the Tools Protection menu) but can't understand how to set it up.
The Excel worksheet has to be protected against modification of formulas,
etc. but has just as many cells that a user must enter data, including a
"Remarks" field. It is within this field I want to allow users to format
their own text as they wish (i.e., highlight, or change font color). All
users (in a very large group) should be able to do this.

If the cell is not locked, users can edit it. By default, the Tools/
Protection/ Protect Sheet ... options will allow the user to select unlocked
cells, but make sure that this option is still selected.

Thank you for your reply. The cell is not locked, the document is protected.

However, users can input text to this 'unlocked' cell, but canNOT format
that text (i.e., highlight in yellow a word or change the font to red from
black to emphasize something). The font color and highlight icon are visible
(not shadowed) but when you click on them, the drop down is shadowed --- thus
not allowing the user to actually format the text within this 'unlocked' cell.

I see where, on the ToolsProtectProtect Sheet insert window there is a
block to allow users to edit cells, and if the cell is unlocked, one can do
that, without having capability to edit formatting in 'locked' cells.
However, I want to just allow the user to edit text ONLY WITHIN A SINGLE
CELL, not all the unlocked cells in the worksheet.

I was just wondering if Excel had the cabability somehow to do that.
