Default Excel not opening properly

I am planning on doing that, but it will have to wait until I have the time.
We just did another computer at work. In the meantime, I'd like to know why
Excel isn't opening properly.

complete format of drive C and a clean Windows install.

Hopefully, you have your important files backed up so you can reload them
upon completing the reinstall.

I've found this to be the best method, although it can a time consuming
process. At least you'll be able to rest comfortably knowing that there are
no hidden worms/trojans/rootkits lurking away on the hard drive.

"opens", but the file does not. I have to go to file, open, and find the
specific Excel file AGAIN, and open it. It will then open.
I've tried reinstalling Office, and repairing Office, but that did nothing,
other than set everthing back to default (except, of course, for Excel!).
And, just because I'm not understanding this, do I need to reinstall the
SETUPSE.EXE file? When I try, it tells me I do not have IIS 4.0 installed.
What the heck is that? I looked it up, but can't get my mind wrapped around
that. Is that important for Excel?
