Where can I find the macros (whether to record or play them) in Office 2007 Excel

It's in the Developer tab in the ribbon, but the Developer tab isn't
shown by default. To show it, Office Menu Excel Options, Personalize
tab, check Show Developer tab in the Ribbon.
