Default SUMIFS returning #DIV/0!

=SUMIFS(Cost_Per_Point,Build_Id,C$1&"*")

Cost_Per_Point is a named range pointing at Builds!26:26 (Builds Sheet row 26)
Build_Id is a named ranged pointing at Builds!1:1 (Builds Sheet row 1)
Cell C1 on this sheet contains an airport region code

what I am expecting this to do is sum the cost per point which all have the same airport region code. I am getting an error instead. Can someone tell me why it might be giving me a #DIV/0!

I am using Dynamic name on a full row because that row is constantly having data added to it in the form of new columns.

The COUNTIFS function using the same named range is not having any issues.
