Default How do I make the mouse stop scrolling?

I dont know what happened to my laptop a few days ago. But now everytime I
open an old Excel file or try to work in a new one I have one problem.

Every time I click on a cell the cursor locks or something and everything
gets highlighted as I move my mouse around. I can't type anything or get away
from that locked cell. Then I have to close that file.

Do you see "EXT" on the status bar?

If so, hit F8 key to get out of extended mode.

If using a wheelie mouse, try tapping the roller up and down a few times.
