Default Importing spreadsheet into sharepoint

I am assisting a customer using Excel 2003 on Windows XP. The customer is
attempting to import a spreadsheet into sharepoint. Excel then opens the
sheet and prompts a message titled Microsoft Forms "This application is about
to initialize ActiveX controls that might be unsafe. If you trust the source
of this file, select OK and the controls will be initialized using your
current workspace settings. The user selects OK and then gets a Microsoft
Visual Basic message, "System error &H80004005 (-2147467259). Unspecified
error." Then hit OK there and get a Microsoft Visual Basic error "Out of
Memory". We hit OK here and the visual basic editor comes up trying to
debug. I close the window and get Microsoft Internet Explorer error "An
unexpected error has occurred. (-2147352567)" I've tried setting the Excel
macro settings to low and turned the IE activeX settings to enable but I'm
still having issues. Anyone have any Ideas what may be wrong? Others are not
having this issue.
