Default Microsoft "update" shut down ActiveX scroll bars

I had to "Restore" my work PC to undo the MS updates. We're running windows 7 and Excel 2010.

The update caused the Developer tab to gray out and none of the ActiveX objects function.

I attempted to contact ANYONE at MS to discuss it, but I had no luck.

Anybody know how I can figure which one of the 20 updates shut down my ActiveX?
