Default cell background color and cell text color

Is there a way to use the "If" function to change the cell properties?

You can do this with Conditional Formatting.

Select the range of cells to apply the format to, then select "Conditional
Formatting" from the Format Menu (or in the Styles section of the Home Tab in
xl2007).
