Default Excel: How to return count for each cell within date range criter.

I need to return a count if several dates match a criteria on the following:
IF Order date (b2:b50) = < End of week date(z2)
Then go to
IF Order completed date(h2:h50) end of week date(z2) OR order
completed date(h2:h50) = "" then add to count (incomplete orders)
