Default Can Excel be pre-formatted to apply "double quotes" to data enter.

Hi - Is there a way to have "double quotes" applied to text entered into a
cell on an Excel spreadsheet? I also need them to be exported "the same way"
should I decide to save/export the spreadsheet as a .txt file. Any
suggestions would be appreciated.
