Default Reinstalled Office XP Pro - now can't open 128-bit encrypted file.

Due to a system crash, I had to reinstall MS Office XP Pro. My documents
were backed up (thank goodness!), but after the reinstallation, I can't open
my password-protected files. Also, the 128-bit strong encryption option does
not show on my general options save menu.
