Default offset function

hello
i am trying to set the reference in an offset function to equal the lowest number in a list without arranging the list in ascending or descending order. i have tried =offset(small(f10:f70,1),0,1,1,1), but it doesnt seem to work... can anyone shed any light on this problem? thanks
