Default How to create a text scrolling window?

Hi,
Anyone know how or if I could create a text scrolling window withing a
cell or a small group of cells? The purpose of the text scrolling window is
that if there is a lot of text, it would not cause the cell to expand or for
the text to be hidden. I could simply scroll through it.

Maybe a textbox from the control toolbox toolbar?
